由于冷空气的持续影响，许多地区的最低气温都出现明显下降，为此热能消耗也大幅度上升，出现了能源不足等问题。

异常寒冷的天气和随之而来热能消耗的剧增导致华中和华东部分地区断电和天然气的短缺。

在上面的报道中，power outage就是“断电”。看一下例子：I was trapped in an elevator when a power outage occurred.（停电时我正好被困在了电梯里。）Outage是指“（电、煤气、水等的）断供”。“停水”就是water outage。

我们也可以用power failure来表达“断电”。天冷导致煤电消耗很大，有些地区还会实行电力管制，限制用电，“限电”就是power brownout。另外，“停电”也可以用blackout来表示，例如：The energy boss would not rule out the possibility of frequent blackouts.（能源部长表示不排除经常断电的可能性。）
