征求建议书(RFP)

“联合国开发计划署支助斯里兰卡排雷行动”所需排雷技术顾问(FTA)及军用爆炸品排爆员(EOD/3级)培训

 

 

联合国开发计划署支助斯里兰卡排雷行动项目帮助斯里兰卡政府使国家免受地雷以及其他未爆炸军火(UXO)的威胁。 联合国开发计划署(UNDP)正在帮助该国发展排雷及相关行动规划、协调及执行能力。 该项目为受冲突影响地区人民创造了一个更加安全的生活环境,同时也为国内流离失所者(IDP)安置、农业、畜牧业、基础设施建设以及全国的经济发展清理出了更多的土地。

 

 

国家建设与土地基础设施发展部(MNBEID)领导下的国家排雷行动指导委员会(NSCMA)负责“斯里兰卡国家排雷行动计划”的运作。 NSCMA负责全面指导该计划 在斯里兰卡政府和联合国开发计划署支持下的地区排雷行动办公室(DMAO)以及地区排雷行动指导委员会(DSCMA)负责管理协调受地雷影响地区的排雷行动。

 

 

为使各地区排雷办公室(DMAO)能专业地完成这些任务,需要为其配备能够规划、组织及协调相关责任区排雷行动的人才。 DMAO同样需要经过良好培训的质量保证监察人员,以确保实施的排雷行动符合国际排雷行动标准(IMAS)、斯里兰卡国家排雷行动标准(SLNMAS)以及各排雷操作机构自己的标准操作流程(SOP)。为使DMAO工作人员获得所需的技能与知识,需要为其正式培训排雷行动技术顾问(FTA)以及军用爆炸品排爆员(EDO)。 这类培训可以使该国在将来UNDP逐渐停止支助后具备全面管理排雷行动的能力。

 

 

为此,联合国开发计划署(UNDP)斯里兰卡办公室向斯里兰卡国内及国际具备资质的组织寻求“征求建议书”(RFP),FTA及EOD培训即可在里斯兰卡进行也可以在服务提供方所在国进行。

REQUEST FOR PROPOSAL (RFP)

Training of National Mine Action Personnel as Field Technical Advisors (FTAs) and as Explosives Ordnance Disposal Operators (EOD/Level 3) under the United Nations Development Programme Support to Mine Action programme in Sri Lanka

 

The UNDP Support to Mine Action Project (the Project) in Sri Lanka supports the Government of Sri Lanka (GoSL) in freeing the country from the effects of mines and unexploded ordnance (UXO). UNDP is developing national capacity to plan, coordinate and execute mine actions and related activities. The Project promotes a safer environment for the people of the conflict-affected areas as well as the rapid release of land for the resettlement of Internally Displaced Persons (IDPs), agriculture, livestock, infrastructure and increased economic development throughout the country.

 

The Sri Lanka National Mine Action Programme operates under the leadership of the National Steering Committee on Mine Action (NSCMA) chaired by the Ministry of Nation Building and Estate Infrastructure Development (MNBEID). The NSCMA provides overall guidance to the Programme. GoSL and UNDP supported District Mine Action Offices (DMAO) and District Steering Committees on Mine Action (DSCMA) manage operational coordination in mine–affected districts.

 

To enable the DMAOs to conduct these tasks professionally it needs highly qualified personnel that are capable to plan, organise and coordinate all mine action activities in their areas of responsibility. The DMAOs also require well trained QA monitors that will ensure that mine action activities are conducted in accordance with the IMAS, SLNMAS and the individual SOPs of the mine action agencies conducting work in Sri Lanka. To provide the DMAO personnel with the necessary skills and knowledge formal training is required on a Mine Action Field Technical Advisor level (FTA) and Explosives Ordnance Disposal Operators (EDO). As the UNDP Project anticipates phasing-out gradually this training shall form part of establishing a strong national

capacity that would fully manage mine action in Sri Lanka in the future.

 

To this effect, the United Nations Development Programme (UNDP) Country Office in Sri Lanka wishes to call for Request for Proposals from qualified organizations both National and International to carry out the FTA and EOD training either in Sri Lanka or Service Providers host country.

Deadline for the submission of the Request for Proposal is 23rd April 2010 on or before 2.00pm local time Colombo, Sri Lanka and must be delivered to the address below. All late bids will be rejected and returned.
